National Public Procurement Observatory:

National Public Procurement Observatory has been initiated by CUTS Institute of Regulation and Competition (CIRC), Delhi. This is a modest attempt to track developments in India’s procurement framework and practice, and analyse them. The Observatory aims to improve public access to information and happenings in regard of current procurement and procurement process, in order to ensure transparency; and thus, trigger a mechanism of public watch. Public Procurement Observatory, Assam:

The procurement observatory at Assam has been established by Assam Institute of Management under the aegis of the World Bank as part of its initiative to improve the public procurement capacity of Assam. Procurement of Goods, Works and Services involves around 90% of any project cost and government procurement is about 20%-30% of government spending. Public Procurement Observatory, Uttar Pradesh:

Procurement observatory is South Asia’s first such observatory established by faculty members at the Indian Institute of Management, Lucknow, Uttar Pradesh in collaboration with the World Bank Group. It offers consulting services, training programs and advocacy workshops to bring significant savings in procurement. World over, public procurement is now has been recognized as a strategic tool for achieving developmental, social and environmental objectives of governments, rather than using it as a tool for mere compliance with rules and regulations. Significant reforms on procurement regulations, institutions and systems are being witnessed in many countries, including the South Asia region. For providing affordable and quality learning opportunities for procurement practitioners, as well as students who want to pursue a career in public procurement, World Bank, together with the Charter for Public Procurement Studies (CPPS), has launched this learning and knowledge portal. Integrity Packs: Some Toolkits:

Transparency International India (TI India) developed some of the tools related to integrity pact. Integrity Pacts are a tool for preventing corruption in public contracting. They are essentially an agreement between the government agency offering a contract and the companies bidding for it that they will abstain from bribery, collusion and other corrupt practices for the extent of the contract. To ensure accountability, Integrity Pacts also include a monitoring system typically led by civil society groups (often our chapters). Integrity Pacts have been around since the 1990s, and have been applied in more than 15 countries and 300 separate situations. They help save taxpayer funds, ensure that infrastructure projects and other public works are delivered efficiently, and stave off avenues for illicit gain.
